Although the US had pulled all of its troops out of Vietnam in 1973 fighting continued between the North and South Vietnamese until 1975 when North Vietnam conquered the South. Even then Vietnam remained divided until July 2, 1976 when the Socialist Republic of Vietnam was officially proclaimed. However this united Vietnam faced many problems. In the South around one seventh of the population had died during the war and millions were homeless; in the north things were not much better. The Vietnamese government came up with plans to restart the economy and reconstruct the country however they encountered much resistance from the people, especially in Saigon, which had been renamed Ho Chi Minh City. In addition they were met with many floods and droughts which immensely reduced agricultural growth. In 1978 Vietnam began to invade Cambodia due to many skirmishes along the border. Then in 1979 China began to fight against Vietnam for about a month causing many casualties on both sides. After the Chinese left Vietnam was pretty much isolated from the rest of the world. It did not have any allies in the South Pacific and was losing a lot of money in Cambodia. In the early 1980's the government announced that they would be implementing many new reforms however the implementation did not actually start until 1988. They also began to slowly withdraw from Cambodia, and by 1989 they were officially out of Cambodia. After their withdrawal, and the disintegration of the Soviet Union, Vietnam put more effort into improving their relationship with other countries. In 1994 the United States lifted the trading embargo they had previously placed upon Vietnam, because Vietnam promised to help them find any soldier who had been classified as MIA during the war. Finally in 1995 Vietnam was accepted into ASEAN (Association of Southeast Asian Nations) which marked it’s acceptance around the rest of the world as well.
